Document Services for Adoptive & Foster Families
Mobile notarization, fingerprinting, and apostille services for families building their families — at home in the East Valley or adopting from around the world.
Whether you are adopting internationally, adopting domestically, or becoming a licensed foster family, the paperwork arrives fast and every document has to be exactly right. Hazelnut Notary Services handles the notarization and apostille processing so you can focus on your family — mobile notarization brought to you, ink fingerprint cards for background checks, and apostille processing for documents headed overseas. We notarize and process documents for apostille; we do not draft, prepare, complete, or review them.
We serve families throughout the East Valley — Queen Creek, Gilbert, Mesa, Chandler, and San Tan Valley — with remote notarization available anywhere in the United States, and apostille processing for documents from all 50 states.

A Hague-country dossier is a bundle of 15–20 country-specific documents that must be notarized and apostilled together. We provide the notarization and apostille processing for the whole bundle in one relationship. Which documents your dossier requires is set by your agency and the destination country — not by us.
Dossier Notarization International
We provide mobile notarization throughout the East Valley for the documents in your dossier that require witnessed signatures — affidavits, financial statements, employment and reference letters, and powers of attorney — and Remote Online Notarization for family members out of state.
Arizona Apostille International
Once your Arizona-issued or Arizona-notarized documents are ready, we process the apostille through the Arizona Secretary of State. Our 24-hour processing option is available when time is critical. Processing time begins when we receive your original documents and does not include return shipping.
Federal Apostille — FBI & Federal Documents International
An FBI background check is a federal document, so it cannot be apostilled by the Arizona Secretary of State — it must be authenticated by the U.S. Department of State in Washington, D.C. Once you have obtained your FBI report through an approved channeler, we process it for the federal apostille and manage the submission. Federal processing is mail-based and slower than state processing, so start early.
Out-of-State Documents International
If your birth certificate or other vital record was issued in another state, we manage the mail-in submission to the correct Secretary of State. Turnaround varies by state — plan for roughly 4–8 weeks.
Visa & Passport Photos International
Properly formatted visa and passport photos taken on location in the East Valley. It is the client's responsibility to confirm destination-country photo requirements before the appointment. $50 for 2 photos.
FORDomestic Adoption & Foster Care
Home studies, foster licensing, kinship and stepparent adoptions, and guardianships all generate notarizations and fingerprint cards. We bring those services to you.
Mobile Notarization Domestic & Foster
We come to you anywhere in the East Valley to notarize home-study documents, affidavits, financial and net-worth statements, reference letters, guardianship paperwork, and adoption petitions. Remote Online Notarization is available for anyone completing paperwork from out of state.
Ink Fingerprint Cards (FD-258) Domestic & Foster
Every adult in an adoptive or foster household typically needs to be fingerprinted for background clearances. We roll professional ink FD-258 cards for FBI background checks and for the AZ DPS mail-in route when your agency or case requires a hard-copy card. $50 per session.
Documents for Court & Agency Domestic & Foster
We notarize the standard documents families and their attorneys prepare for adoption and guardianship proceedings, once they are fully completed but not yet signed.
